Are these libraries no longer needed? Or do I have to go back to Bionic
in case I do VideoCore related stuff (e.g. for cam or other VC related
projects)?

Bug description:
  following the directions about 1/5 down the page of
  https://wiki.ubuntu.com/ARM/RaspberryPi

  sudo add-apt-repository ppa:ubuntu-raspi2/ppa
  Cannot add PPA: 'ppa:~ubuntu-raspi2/ubuntu/ppa'.
  ERROR: '~ubuntu-raspi2' user or team does not exist.

  This seems like a failure to me.
