[Bug 1859509] [NEW] wsl-integration.sh shows error when .cache/ can't be created

 * When $HOME/.cache can't be created an error is shown:
   mkdir: cannot create directory ‘//.cache’: Permission denied

In addition to suppressing the error message it would probably be also
useful to disable the detection by default for system users.
