Thank you for taking the time to report this bug and helping to make
Ubuntu better.

Upgrades from the prior LTS release (Ubuntu 18.04 LTS) won't be offered
until after the release of Ubuntu 20.04.1.  To force it before then, you
need to use the development release option.  This helps ensure LTS or
long-term-support users keep maximum stability.
