For me, the issue was (probably) enabling auto-login. Disabling that &
deleting some .XConfig file solved it.

Bug description:
  Many others have reported the login boot loop for Ubuntu 20.04 LTS.
  After trying a number of fixes, the only thing that worked was
  removing chrome-remote-desktop.  Running "sudo apt-get purge chrome-
  remote-desktop" resolved the issue.
