  Ubiquity does not allow skipping install modules

Status in ubiquity package in Ubuntu:
  Confirmed

Bug description:
  After plugins are executed (eg: username/password setup, timezone,
  language, etc), ubiquity automatically calls the install modules.
  Plugin developer does not have a choice to only execute the plugins
  and skip the install module conditionally (perhaps using a environment
  variable).

  An example of a suggested fix for debconf UI is attached below. 
  Summary of patch: conditionally skip the install module at /usr/lib/ubiquity/ubiquity/frontend/debconf_ui.py based on an environment variable.
