[Bug 1887169] [NEW] ZFS mounts not active after upgrade/reboot from 18.04

No ZFS pools on upgrade/reboot.
zfs import -f XXXXXX worked.
But no mounts available after reboot.
Additionally, no exports seem to be visible via NFS/SMB.
CAN manually mount sudo zfs mount -a and then mounts are accessible on
server, but no shared exports.
Output of grep zfs /var/log/syslog attached.
