ubuntu-bug is a symlink to apport-bug which is part of the apport
package. The package and hence both commands should be installed by
default. Do you have the apport package installed?
** Package changed: ubuntu => apport (Ubuntu)
** Tags added: bionic
** Changed in: apport (Ubuntu)
Status: New => Incomplete
