This seems to still exist in Bionic.
Package: usb-creator-gtk 0.3.5ubuntu18.04.2
Steps I performed:
1. Download 20.04 Server ISO (into Downloads dir).
2. Insert 16 GB USB stick.
3. Launch Startup Disk Creator.
3a. "Source disc image" has the 20.04 ISO already selected.
3b. "Disk to use" has the USB stick already selected, shown with 14.9 GB capacity.
3c. Under the list of disks is the message "The device is not large enough to hold this image."
3d. "Make Startup Disk" button is disabled.
Observation/characterization:
In my case, the disk list includes a second device (maybe a mount of a
directory on the USB stick?) of size 22.0 kB. If I select that second
device, and then select the USB stick again, the "not large enough"
message disappears and the "Make Startup Disk" button is enabled. So it
seems that whatever evaluation is performed when a new destination is
selected must not be getting performed when the destination is set to a
default at application startup.
It may be possible to work around the issue by removing and re-inserting
the USB stick. However, I can't test that because, in my case, removing
the stick causes the other item in my list of disks to become selected,
and I have to manually re-select the USB stick afterwards. Hence, I
can't see what happens if you re-insert the stick as the only available
device.

Title:
Startup Disk Creator says "The device is not large enough o hold this
image" even though it displays that my device has 3.7 gb free.
Status in usb-creator package in Ubuntu:
Confirmed
Bug description:
This happened because I had a dvd movie in my drive. When I opened the
usb creator it took as source the movie. I did select the iso with
ubuntu from "Other..." but for some reason it still says that my usb
stick doesn't have enough space. I removed the dvd from the drive and
re opened the usb creator but still the same.
