  Make debconf strings that refer to the "CD-ROM" SUBST'able

Status in ubiquity package in Ubuntu:
  Incomplete

Bug description:
  Binary package hint: ubiquity

  The installer can be run from a CD or a USB disk, so when it talks
  about CDs regardless of the medium, it's confusing.  We should make
  these strings SUBST'able so that we can refer to the right medium when
  displaying them.
