  OEM ID prompt comes before keyboard layout has been set up

Status in ubiquity package in Ubuntu:
  Incomplete

Bug description:
  The OEM ID is prompted for during the first installation step, in
  parallel with language selection and before keyboard layout selection.
  This means that if a non-default keyboard layout needs to be selected
  in order to input text, it won't be set yet when the user needs to
  type the OEM ID.
