  Keyboard layout selection in ubiquity/oem-config is too complex

Status in ubiquity package in Ubuntu:
  Incomplete

Bug description:
  We (Ekimia)  ship Ubuntu laptops for newcomers to linux using oem-
  config.

  We want to ship the same image to all countries over the world.

  Ubiquity works great for language and time zone selection but is far
  too complex for keyboard selection.

  We have a lot of feedback about this keyboard selection screen that
  it's far too complex for new users.

  We need something simple like the MacOSX one with flash and advenced
  keyboard selection pane hidden as default like the screenshot.

  is this an upstream bug ?
