This release of Ubuntu is no longer receiving maintenance updates. If
this is still an issue on a maintained version of Ubuntu please let us
know.

  Incomplete

Bug description:
  Until version 13.04, I could choose "Montreal, Québec (Canada)" as
  geographic location at install time. It is no longer the case since in
  version 13.10.
