Title:
  apport-collect complains about missing launchpadlib, but does not tell
  what to install

Status in apport package in Ubuntu:
  Incomplete

Bug description:
  i tried using apport-collect to upload additional details about a bug.
  on a fresh installation it complains about "missing launchpadlib", but
  it does not tell the user how to get it.

  On Ubuntu at least, it could tell the user which package to install...
  much like "command-not-found" would report it....

  (I installed ubuntu-dev-tools, so I am OK now...)

  Steps to reproduce:
  1. Run a current daily raring image (desktop, amd64)
  2. Run Terminal
  3. Run 'apport-collect 1100006'

  Expected Result:

  apport-collect tells which packages are needed.

  But got result:

  ERROR: the launchpadlib Python module is not installed. This
  functionality is not available.
