Bug description:
Ubiquity always uses the keyboard layout used for the original OEM
install, and is ignoring the keyboard layout the customer chooses
during the first-run config.
Steps to reproduce:
1. Install in OEM mode using keyboard layout FOO
2. During first-run customer config, choose layout BAR
3. At first customor login, the layout will be FOO, but should be BAR
