  apport does never report

Status in apport package in Ubuntu:
  Incomplete

Bug description:
  I get a popup:
  System program problem detected
  Do you want to report the problem now?
       cancel     Report problem...

  When I click either cancel or Report problem the popup disappears but
  nothing happens. After a few seconds the popup comes again. This
  process is endless...
