Title:
report-bug: Should prompt for packagename/PID if not given on command
  line

Status in apport package in Ubuntu:
  Incomplete

Bug description:
  Binary package hint: apport

When a user starts ubuntu-bug and selects "Other Problem", report-bug
exits if the package name/PID was not given on the command line.

It would be better if it asked for the details in a dialog box
  instead.
