This release of Ubuntu is no longer receiving maintenance updates. If
this is still an issue on a maintained version of Ubuntu please let us
know.

Bug description:
Binary package hint: apport
I was asked to report a kernel oops, but during the process, Apport failed with the following message in a dialog:
"""
This problem report is damaged and cannot be processed.
IOError(13, 'Permission denied')
"""
This popped up after I've been asked to report the crash to
kerneloops.org.
The crash file looks like this:
