Bug description:
  Binary package hint: grub2

  I was trying to upgrade from Ubuntu 9.10 to 10.04, and got an error
  indicating that "grub-pc 1.98-1ubuntu6" couldn't be installed.  Oddly,
  dialog boxes came up to ask what to do, and said something like "Do
  you want to continue, even though you may not be able to reboot
  afterwards?" but the only available button was "Forward" ("Back" was
  inactive), and the only way to proceed was to check the box and click
  forward.

  When the installation finished, it said "Could not install the
  upgrades.  The upgrade is now aborted.  Your system could be in an
  unusable state.  A recovery will run now (dpkg --configure -a)."
