  Only "quit" available after keyboard selection during installation

Bug description:
  I tried to install Intrepid Alpha 4 on Dell Inspiron 4000 laptop.
  I got as far as choosing the keyboard (confirming UK).
  The only option was Quit. Previous and Next were greyed out.

  I downloaded the ISO today.
