This is fixed in Ubuntu 20.04 LTS and is not something we would SRU to
Ubuntu 18.04 LTS as it would break translations. Thanks for attaching a
patch though.

  do-release-upgrade:151 includes the user-presented string
  "develoment", should be "development".

  Present in bionic LTS current.
