Bug description:

Installing without the use of a mouse: Kubuntu amd64 pre-Herd3
In the list of keyboard layouts (country/language list on the left)
you would expect to be able to navigate the list with either arrow
keys or by pressing the first letter of the language you want.
However, it only ever cycles over a few entries under 'A'.
Further info: Key Modifiers (sticky keys) were selected from the
gfxboot menu.
