Public bug reported:

The System Program Problem Detected popup apparently causes system to hang.
You can't switch to a terminal.
You can't move a window.
You can't interact within windows.
Ctrl-alt-del took more than a minute to respond and then you have 30 seconds to answer cancel during which the system is also non-responsive.  

This is not the only popup that causes this.   The Program Not
Responding Wait or Force Quit dialog has the same effect.  It was
disabled entirely.   Ctrl-alt-del cancel method sometimes worked for
that one.

Appears to be related to grabbing mouse pointer.
xwininfo said it could not grab mouse pointer (probably because apport already grabbed it).

Actual dialog box was burried.
Window had no title bar, it was hidden under top bar (top bar set to autohide).   Showed "update-notifier" as program name.  Was able to quit from the pulldown menu on top bar.   After which, system became usable again.

Data was almost lost in seamonkey composer because of the difficulty
saving.  I was using firefox at the time of the problem.   Although
firefox's memory utilization had been quite high, I had killed tabs and
its memory usage was under 2GB.
