I got hint about "sudo dpkg --configure -a" (this command was suggested
by apt during sudo apt remove ...)
I was able to update with update-manager after "sudo dpkg --configure
-a".

systemd/bionic-updates,now 237-3ubuntu10.40 amd64 [installed]
update-manager/bionic-updates,bionic-updates,now 1:18.04.11.12 all [installed]
I had failed partial update (using update-manager) with unconfigured
systemd. My system was locked (unable to reboot without root). I did
restart with sudo.
Synaptic will ask to kill apt then crash after launch with sudo.
Synaptic was functional before update.
