The cryptsetup in Ubuntu 19.10 package Recommends: cryptsetup-initramfs,
so it should have been automatically installed for you on upgrade. What
packages did you have installed on 18.04 prior to upgrade, and how did
you upgrade?

  Broken upgrade from 18.04 to 19.04

Status in cryptsetup package in Ubuntu:
  Incomplete

Bug description:
  When upgrading from ubuntu 18.04 lts to 19.10 the cryptsetup-initramfs
  package is not installed as a required dependency and therefore if a
  user makes use of a luks encrypted root partition, then their system
  is broken.
