This seems like a dpkg in a quick triage look. Flagging it
appropriately.

** Also affects: dpkg (Ubuntu)
   Importance: Undecided
       Status: New

** Changed in: autofs (Ubuntu)
       Status: New => Invalid

** Changed in: dpkg (Ubuntu)
       Status: New => Triaged

Title:
  Package installation fails if TMPDIR is automounted directory

Status in autofs package in Ubuntu:
  Invalid
Status in dpkg package in Ubuntu:
  Triaged

Bug description:
  The update from Ubuntu 19.04 to 19.10 *and* 19.10 to 20.04 failed with
  the message (for 20.04 upgrade) below.

  […]
  Unpacking autofs (5.1.6-2) over (5.1.5-1ubuntu1) ...
  dpkg-deb: error: failed to read archive '/scratch/local/apt-dpkg-install-UI1Lh9/71-autofs_5.1.6-2_ppc64el.deb': No such file or directory
  dpkg: error processing archive /scratch/local/apt-dpkg-install-UI1Lh9/71-autofs_5.1.6-2_ppc64el.deb (--unpack):
   dpkg-deb --fsys-tarfile subprocess returned error exit status 2
  update-rc.d: warning: start and stop actions are no longer supported; falling back to defaults
  Preparing to unpack .../72-libattr1_1%3a2.4.48-5_ppc64el.deb ...
  […]

  The reason seems to be that TMPDIR points to `/scratch/local` which is
  automounted on our systems.
