Thank you for reporting this issue.
We have seen other similar reports, but they have defied reproduction by
the developers who have looked at it. Could you please provide a step-
by-step reproducer of this, describing what you type/press at each
screen starting from boot? Unfortunately there are several paths for
configuring the keyboard and there seems to be a bug in only a subset of
these but we haven't figured out which subset.

Bug description:
When installing Ubuntu 20.04 LTS on a virtual guest I find that,
despite selecting US Dvorak on the second dialog box, the box that
asks for user and host name is still in qwerty.
