Update Manager not showing all available updates is a feature, not a
bug. Updates are rolled out in phases, to slow down the roll out and
have a chance to catch crashes and hold the updates before rolling out
to everyone.

Are you sure the updates you're missing out one (which do not seem to be
that many after all), are fully phased?

Bug description:
  ubuntu 20.04

  update-manager or ubuntu-software (snap-store) does not update all
  installed apps. I used synaptic for another reason and I found that
  there are plenty updates that didn't prompt on ubuntu-software or on
  update-manager. Today I tried again testing it and it the issue
  repeated..

  What I did:
  1. open update-manager and install every update it needs
  2. open ubuntu-software and check for update (in my case it doesn't have any extra update)
  3. open synaptic package manager and click refresh and then mark updates.
  4. click on apply and many updates are going to be installed (for example, eog, which is pre-installed)
