[Bug 1903034] [NEW] RISC-V 64 images support

[Impact]

 * Add support to build risc-v 64 cpc & buildd images for LXD, cloud-
images, and buildd targets.

[Test Case]

 * Execute a riscv64 livefs build for the buildd subproject of ubuntu-
base

 * Execute a riscv64 livefs build for the ubuntu-cpc project

 * Build should succeed since we have lxd builders, and the required
packages to produce the above images.

[Regression Potential]

 * Only debian/control is changed to install the extra utils that are
now available on riscv64. Thus there should be no impact on any other
arches or image types.
