I would guess that this happened since
/usr/share/ibus/component/simple.xml underwent extensive changes and now
offers a lot more XKB layouts than previously.

Were you able to add back German via ibus-setup, and does it work as
expected after that?

  I upgraded from ubuntu 20.04 to 20.10.

  EXPECTED: No changes regarding input.
