[Bug 1904076] [NEW] GRUB install should delete active flag on Windows EFI boot entry

Public bug reported:
1. Have Windows 10 installed
2. Install Ubuntu 20.04
3. Start PC, choose Ubuntu in GRUB menu
4. --> Ubuntu is started correctly
5. Restart PC, choose Windows in GRUB menu
4. --> Windows is started correctly
5. Restart PC,
8. --> No GRUB menu, Windows is started immediately
Ubuntu can only be started by manually escaping to the BIOS boot device
menu, because starting Windows has changed the EFI bootorder with
priority to Windows.
Workaround: Manually delete the active flag on the Windows EFI boot
entry with efibootmgr.
So solution could be, that grub-install would delete this flag.
