[Bug 1905426] [NEW] Cannot upgrade 18 to 20. I have all updates

I run the upgrader every day - I always get  Could not calculate the
upgrade

An unresolvable problem occurred while calculating the upgrade.

I have incorprated all upgrades and fixes for this issue.  No luck.
