I want to upgrade from 18.04.1 to 20.04.1

sudo do-release-upgrade
Checking for a new Ubuntu release
Get:1 Upgrade tool signature [1,554 B]                                                                                
Get:2 Upgrade tool [1,342 kB]                                                                                         
Fetched 1,344 kB in 0s (0 B/s)                                                                                        
authenticate 'focal.tar.gz' against 'focal.tar.gz.gpg' 
Authentication failed
Authenticating the upgrade failed. There may be a problem with the network or with the server.

I have tried setting my download source to "Main Servers" (was GB) - no
difference.

I have tried "apt install --reinstall ubuntu-keyring" - no difference.

I had already performed an apt upgrade before I started. I've tried apt
upgrade again - nothing to upgrade.

Thanks for any help with this.
