[Bug 1898432] [NEW] Blinking cursor on boot

Public bug reported:

No other system (Android, Windows, macOS, iOS, chromeOS) than Ubuntu shows a blinking cursor on boot. It's here even with the spalsh screen, at least for a moment.
To improve the boot experience I propose to add `vt.global_cursor_default=0` to the kernel command line - currently grub2 handles it in /etc/default/grub file. It's Ubuntu *desktop* specific problem, don't apply this to Ubuntu Server.
