We have certainly used this in the past successfully, I would look first
to the recent change away from softwareproperties to see if reverting
that fixes it.

Bug description:
  When experimenting with some new image builds, I have noticed that
  currently adding a new extra PPA to the image that's being built
  (using EXTRA_PPAS) fails the build. The reason seems to be that the
  get-ppa-fingerprint is failing to do Launchpad.login_anonymously
  ('livecd-rootfs').

  OSError: [Errno 101] Network is unreachable
