[Bug 1899812] [NEW] grub will not see each other for ubuntu 18.04 and 20.04

Public bug reported:

On same machine, install ubuntu 16.04 18.04 and 20.04, grub for 16.04
and 18.04 will see each other, but not 20.04. And grub for 20.04 will
not see 16.04 and 18.04. Kind of inconvenience
