This should be resolved by the latest version of ubuntu-release-
upgrader. Could you please try the upgrade again? The version is found
in /var/log/dist-upgrade/main.log. You are looking for the following
line "INFO release-upgrader version '20.04.25' started" and you want
version '20.04.28'.

If you want to investigate this yourself the log files in '/var/log/dist-upgrade' will contain details about the upgrade. Specifically, look at 'main.log' and 'apt.log'.
