Thank you for taking the time to report this bug and helping to make
Ubuntu better. However, I am closing it because the bug has been fixed
in the latest development version of Ubuntu.

This is a significant bug in Ubuntu. If you need a fix for the bug in
previous versions of Ubuntu, please perform as much as possible of the
SRU Procedure [1] to bring the need to a developer's attention.

Status in subversion package in Ubuntu:
  Fix Released

Bug description:
  1.10 is the latest subversion LTS release (1.12 is the latest
  "regular" release). Ubuntu 18.04 LTS is currently using subversion
  1.9.7. It would make sense for Ubuntu LTS to use the latest subversion
  LTS.
