Bug description:
Backport python 3.9.0 to focal, updating from the first release
candidate.
Regression potential: 3.9 is not used by default, and not used as any
build dependency. Therefore the potential is very low.
Validation: python3.9's Test results show no regressions, and the
packages are successfully built.
