Title:
systemd at 100% handling apport failures

Status in systemd package in Ubuntu:
  Confirmed

Bug description:
systemd is pegged at 100% after booting Groovy Desktop.

  Seems like an apport-report.service issue:

I removed apport to resolve the issue.
