xe-guest-utils

brought in as part of a partner image. These partners are an LTS cloud,
and have not taken a Focal image at this time. The company has also
produced a new generation of their cloud. Those images do not include
xe-guest-utils.

>From CPCs perspective, it is safe to demote xe-guest-utils from Hirsute
forward. If we need the package for J / 22.04, we can revisit having
this package in main.

rax-nova-agent
==============

Discussion on 2021-04-13 internally certified that CPC does not have a
commercial relationship with the cloud provider at this time. The CPC
team has no requirement to continue to offer official support in main.

  needed to be maintained for partners in Hirsute.
