[Bug 1923713] [NEW] Upgrade to Ubuntu 20.04.2 from 18.04 fails- Can't calculate the upgrade

Public bug reported:

When attempting to upgrade to 20.04.2 from 18.04, I receive an error
message that "Ubuntu could not calculate the upgrade".  I attempted ppa-
purge on a few ppas hoping that might address the issue, do not seem to
have any broken packages and sudo apt upgrade and update run clean.  I
checked /var/log/dist-upgrade main.log and apt.log but nothing jumps out
at me as to what is causing the issue.  Any help would be greatly
appreciated.  TIA.
