  Failed dependencies during do-release-upgrade 16.04 to 18.04

Status in ubuntu-release-upgrader package in Ubuntu:

Bug description:
  Upgrading from 16.04 to 18.04 using do-release-upgrade, there are no
  packages needing to be upgraded: sudo apt list --upgradable, there
  appear to be no packages broken sudo dpkg --configure -a but the
  upgrade fails with many dependency errors.
