[Bug 1924864] [NEW] package sudo 1.9.1-1ubuntu1.1 failed to install/upgrade: installed sudo package pre-removal script subprocess returned error exit status 1

Public bug reported:

apt mentioned a root password is required before sudo can be removed. I
was attempting to reinstall sudo due to a uid 0 error. I managed to
recreate the issue a second time by changing the owner to my ID and then
back, which is shown in the screenshot below.
