I can confirm that this issue is invalid, we expected that livecd will contain mdadm deb packet when in fact it was a part of squashfs, not /pool. This issue can be closed. 
The actual issue, as Jeff already mentioned is that users cannot install OS to VROC volumes using Subiquity.

Bug description:
  Intel VROC is Software RAID solution. One of the feature is to allow user to install OS on RAID array.
  In terms of this to be working - mdadm needs to be installed on such system.

  I can see that mdadm deb package is missing on Live-installer ISO.
  If mdadm not installed, OS will not be able to boot from RAID array.
  If it is not on ISO - it will not be possible to install ubuntu without internet access.

  Currently this issue is blocked by other defect:
