[Bug 1926196] [NEW] Ubuntu 21.04 encrypted disk with zfs, fails to start/decrypt with recovery key

Public bug reported:

I installed Ubuntu 21.04 with zfs and encrypted disk and recorded the
recovery key, after the install reboot and enter the recovery key, it
doesn't work, i tried this with a virtual and a hardware install.

I also tried this lvm and encryption in a virtual and hardware install
this worked.
