Bug description:
  Backporting current Debian packages to *buntu LTS releases is a real
  PITA because of the unavailability of debhelper 13. Please provide
  adequate backports of debhelper 13, ideally the now-current version,
  with all necessary patches applied for correct operation in the older
  release and *buntu-specific changes, to at least the past couple of
  LTS releases, at the *very* least bionic and focal, so we can use them
  in PPAs (and possibly other backports).
