[Bug 1940818] [NEW] FFe diffutils 3.8

Public bug reported:

diffutils ftbfs with glibc 2.34 because of gnulib issues around SIGSTKSZ
no longer being constant. diffutils 3.8 was released with an updated
gnulib and builds fine with glibc 2.34

so I'd prefer to upload that rather than try to cherry pick the (large
and not completely straightforward) gnulib fixes. The changelog for 3.8
indicates one obscure incompatible change:

but as we're only just past FF, this seems like the best way forward to
me.
