[Bug 1941069] [NEW] cgi.py has incorrect shibang

file /usr/lib/python3.9cgi.py has shibang "/usr/local/bin/python"

Bellow comment has a note that this shibang has to be edited by Linux
vendors using patch. May you please create this patch?
