  [SRU] Bump disk image size for amhf cloud images from 2.2GB to 3.5GB

Status in livecd-rootfs package in Ubuntu:

Bug description:
  [Impact]

   * Unable to build armhf Ubuntu 21.10 cloud images due to 'No space
  left on device' errors. See attached build log snippet for details on
  the disk space errors.

   * The fix has landed upstream in the livecd-rootsfs master branch

  [Test Plan]

   * Test plan is to build armhf image with a patched livecd-rootfs

  [Where problems could occur]

   * The only downside I can think of is a bigger disk image. Since
  landing upstream in the master branch we have seen no issues with the
  disk size in the 22.04 image builds.
