This bug was fixed in the package update-manager - 1:22.04.3

Status in update-manager package in Ubuntu:
  Fix Released

Bug description:
  update-manager provides two different ways to get debug information
  and they are unrelated in that if you use one it doesn't affect the
  other and vice versa.

  DEBUG_UPDATE_MANAGER is only used in UpdateManager/Core/MetaRelease.py
  while using "--debug" causes debug messages to be logged in many other
  parst but not MetaRelease.py.
